From the foundation of the Irish Free State in 1922 (see History of the Republic of Ireland), a diploma of proficiency in Irish was demanded of all all those freshly appointed to the Civil Service of the Republic of Ireland, including postal personnel, tax collectors, agricultural inspectors, Garda Síochána (law enforcement), and so on. By law if a Garda was stopped and addressed in Irish he had to respond in Irish as well.
