In typical, if an instrument or contrivance utilizes actual physical or mechanical means to entice, wipe out, repel or mitigate any plant or animal daily life declared to be a pest (such as rodents), it is considered to be a product and is not subject to registration under the Federal Insecticide Fungicide and Rodenticide Act, Section 3 (FIFRA).
