In 2019, Congress amended the TVPA to accept that governments can also act as traffickers, referring especially to a "government coverage or pattern" of human trafficking, human trafficking in governing administration-funded applications, forced labor in govt-affiliated clinical companies or other sectors, sexual slavery in governing administration camps, or the work or recruitment of kid soldiers.
