I believe it was in Feb 08 mainly because I experienced a remark responding to it, but I could not obtain it in the archives. I agree with the remark about transparency getting a single of his legacy principles, in particular as draft laws was relocating far more speedily than the cybersphere by way of congress. Hopefully, his workplace will have some voice to assistance growth of transparency in that other element of the capitol.
