Nearly each day the unit reaches a crescendo of stress simply because inmates are supposed to be likely someplace like the regulation library, GED courses, vocational training, or a substance abuse group, but their packages are canceled or they are let out of the unit late. Inmates convey to me that at other prisons, the plan is organization. Here, there is no schedule.
