Both the Torch and Horton are completely absent from the motion picture (even though Horton does exist in the Marvel Cinematic Universenote In Captain America: The First Avenger, there is an exhibition of the Synthetic Man (the unique Human Torch) as made by Phineas Horton at the 1943 Stark Expo, nevertheless there is no sign of him getting to be the Human Torch or becoming utilized for developing The Vision like he did in the comics.
