Notwithstanding all of these other appropriate actions for inspection that the petitioners failed to utilize, the Court finds that the petitioners unsuccessful to carry out even a complete visual inspection of the seawater piping on the vessel. Finally and appreciably, the petitioners unsuccessful to set up that the popular sector normal was to employ only a visual inspection on seawater piping programs.
