A formal joint Call for Proposals on movie compression technology was issued in January 2010 by VCEG and MPEG, and proposals were evaluated at the very first conference of the MPEG & VCEG Joint Collaborative Team on Video Coding (JCT-VC), which took spot in April 2010. A total of 27 complete proposals had been submitted. The first working draft specification of HEVC was created at the third JCT-VC assembly in October 2010.
