The Montevideo Statement on the Future of Internet Cooperation issued in October 2013, by ICANN and other companies warned towards "Internet fragmentation at a nationwide stage" and expressed "robust problem more than the undermining of the trust and self esteem of Internet consumers globally because of to current revelations".
