Contemporary feeling was sharply critical of the Russell government's response to and management of the disaster. In 1848, Denis Shine Lawlor proposed that Russell was a scholar of the Elizabethan poet Edmund Spenser, who experienced calculated "how far English colonisation and English plan could be most successfully carried out by Irish hunger".
