The distinction is that what is "Haram" in their terminology is that which is established definitively, while the evidence for a little something labelled "Makruh Tahrimi" is not definitive (e.g. it is primarily based on a Hadith that is Khabar Ahad.) "Makruh Tahrimi" need to not be confused with what other universities frequently refer to as Makruh - which in the Hanafi college is regarded as "Makruh Tanzihi" (Categorically Disliked).
