The past time I significantly touched cloudformation I was using JSON while a custom made template processor (really do not chortle we all do it at some place). Workers are deployed immediately applying the AWS API. If its a new lambda, its deployed into AWS and the controller lambda has its ecosystem variables update to know about the new lambda, at which stage new lookups will strike it and the index grows.
