Contemporary opinion was sharply essential of the Russell government's response to and management of the crisis. In 1848, Denis Shine Lawlor advised that Russell was a scholar of the Elizabethan poet Edmund Spenser, who had calculated "how considerably English colonisation and English coverage may be most properly carried out by Irish hunger".
