11 The United States federal Child Abuse Prevention and Treatment Act defines baby abuse and neglect as, at bare minimum, "any current act or failure to act on the portion of a guardian or caretaker which success in death, severe bodily or psychological damage, sexual abuse or exploitation" or "an act or failure to act which presents an imminent hazard of major damage".
