Contemporary opinion was sharply important of the Russell government's reaction to and administration of the crisis. In 1848, Denis Shine Lawlor instructed that Russell was a college student of the Elizabethan poet Edmund Spenser, who experienced calculated "how much English colonisation and English plan could possibly be most effectively carried out by Irish starvation".
