The last time I significantly touched cloudformation I was working with JSON while a tailor made template processor (really don't laugh we all do it at some stage). Workers are deployed right employing the AWS API. If its a new lambda, its deployed into AWS and the controller lambda has its ecosystem variables update to know about the new lambda, at which level new lookups will strike it and the index grows.
