The civil servants that make government decisions are both borrowed from universities or nearly absolutely influenced by them. But they simply cannot just say "There’s a huge conspiracy exactly where the heads of all the big Ivy League universities fulfill at midnight below the entire moon", since that would seem preposterous and tinfoilish.
