Together with the two key co-chairmen Lorenzo Tañada and Jose W. Diokno, Reyes served manage the Anti-Bases Coalition, which sought the removal of the American armed service bases in Clark and U.S. He also joined the Regional Council on Human Rights in Asia, established up and chaired by his close friend Diokno, which framed the very first Asian human legal rights declaration.
