Hoover bequeathed his estate to Tolson, who moved into Hoover's home right after Hoover died. The historians John Stuart Cox and Athan G. Theoharis speculated that Clyde Tolson, who became an assistant director to Hoover in his mid 40s and turned his key heir, was a homosexual lover to Hoover until finally his dying. Hoover was buried in the Congressional Cemetery in Washington, D.C.
