In other phrases, Plaintiffs simply cannot thrive on their claims simply by demonstrating that the Supervised Living reimbursement price reduction led to some distant change unrelated to the service or reimbursement rate, but rather need to display that a reduction in companies alone led to the decrease in Plaintiffs' health, basic safety, or welfare that would guide to Plaintiffs' eventual placement in an establishment.
