Between December 10, 2012, and January 8, 2013, the NSA collected metadata on sixty million phone phone calls in Spain. According to paperwork leaked by Snowden, the surveillance of Spanish citizens was jointly executed by the NSA and the intelligence businesses of Spain. The actual surveillance operation was executed by French intelligence agencies on behalf of the NSA.
