In 2016, the EPA laid out its system for cleansing up an 8-mile extend of the Passaic River in New Jersey, with an estimated cost of $1.4 billion. The tidal river carried dioxin upstream and down, tainting a 17-mile extend of riverbed in 1 of New Jersey's most populous locations.
