There's the time when everybody who Cell killed was resurrected. Similarly, the individuals killed in the same saga by No. twenty and No. 19 had been in no way resurrected. The truth that the resurrection also specially excluded evil individuals raises the concern of how several of these individuals were being, say, parents or driving vehicles (and what particularly defines an evil human being, in any case).
