On March 18, 2018, an Italian prosecutor in Catania, Sicily, impounded the Spanish rescue team Proactiva’s ship Open Arms and is thinking about levelling costs of legal affiliation for the needs of facilitating irregular migration immediately after Proactiva refused to transfer persons rescued in intercontinental waters to a Libyan patrol boat.
