Insurance providers and third-occasion disability directors (most notably, Sedgwick CMS) used loopholes and, while supplying monetary equity, they typically worked close to the regulation by applying unequal co-payments or location boundaries on the number of days spent in inpatient or outpatient therapy facilities. The legislation renews and expands provisions of the Mental Health Parity Act of 1996.
