In 1983, Jacksonville, Florida, girl Andrea Hicks Jackson calls law enforcement to file a report about a vandalized motor vehicle, but when Officer Gary Bevel arrives on the scene, he learns that Andrea has dedicated the vandalism herself in a fit of rage. While Bevel tries to arrest Andrea for submitting a fake report, Andrea shoots the officer five moments.
