The CIA adopted the CAT, moved its foundation amenities to the Nationalist stronghold on Taiwan, and commenced officially covert flight operations on October 10, 1949. The Far East Division of the CIA’s Office of Policy Coordination (OPC) masterminded the operations towards Communist China.
