Some endeavor was produced to distinguish between voluntary and involuntary prostitution. Vagrancy regulation (1885), working with sickness and unemployment respectively, due to the fact money earned by prostitution was viewed as illegal. This pathologised idea became the dominant discourse from the thirties onwards for dealing with uncontrolled sexuality in a period which was characterised by social medicalisation.
